The minister of post and telecommunications supervises with President of the Parliament the signing of a MoU in electronic signature and certification

Minister of Post and Telecommunications  Mr. Sid Ali Zerrouki has supervised with President of the People’s National Assembly (APN),  Mr. Ibrahim Boughali, on Tuesday, January 21st, 2025, the signing ceremony of a memorandum of understanding between the parliament (APN) and the Governmental Electronic Certification Authority (AGCE).

This event has taken place at the parliament’s headquarters and was also attended by Minister , High-Commissioner for Digitization, Mrs. Meriem Benmouloud as well as the secretary general of the ministry of higher education and scientific research to represent his minister, the secretary-general of the parliament and some members of the parliament and senior officials of the State.

The MoU is about adopting electronic certification and signature services and represents a quality initiative as part of the intersectoral cooperation. Besides, it is part of the efforts made for reinforcing

e-government and fostering the digital transformation  which the President of the Republic considers as strategic axis within his insightful vision.

In his address, the minister of post and telecommunications has tackled these points:

  • The sector’s role as an efficient partner to consolidate the digital transformation dynamic :

In this respect, he put forward the main indicators of the development of electronic communications infrastructure nationwide, mainly in terms of quality improvement of and deployment of fixed telecommunications network:

Achievement of a quality leap in fixed internet, going beyond the threshold of 2 million households linked to the network, including 1.7 millions with FTTH, knowing that this number used to be only 53 thousand early 2020;

  • Remarkable improvement of mobile internet up to 52 million subscribers;
  • The positive impact of the projects conducted in the infrastructure:

The achievements made concern:

-The contribution to improve the quality of life for citizens, to reinforce the digital inclusion and foster competitiveness within the national economy,

-The help for startups and digital industries’ growth by creating a modern technological ecosystem which supports innovation;

-The acceleration of digital solutions adoption in the administrative operations and service provision;

-The dedication of the digital economy as the main driving force for sustainable development in Algeria;

-The dedication of the principle of fair profit of electronic communications for all citizens including the inhabitants of areas with weak population density as part of the universal service program;

-The improvement of broadband and support for network linking in the national road axes, like the program undertaken by Mobilis operator to set up 5000 new sites of mobile telephony network.

  • Some guidelines of the sector’s road map underway to support the endeavors for creating a suitable ecosystem for the digital economy boost and the consolidation of Algeria’s digital sovereignty as well as the promotion of research, development and encouragement of innovation:

The sector will dedicate its resources for :

  • Upgrading the achievements made in the infrastructure and its reinforcement through the development, modernization and safety of basic infrastructures of the network at all levels, in order to ensure a better service quality, to back up the network flexibility and contribute to link some areas of the country,
  • Supporting the efforts for improving governance in the economic sector, diversifying the sources of national economy incomes, generating wealth and jobs, encouraging innovation within the youth, as part of the national program that aims to implement President of the Republic’s commitment which stipulates the setting up of 20 thousand startups. This program is led by our colleagues of the sector of knowledge economy, startups and micro-enterprises;
  • Setting up skills centers nationwide as centres of excellence dedicated to the free training of young Algerians in the field of advanced technologies, including artificial intelligence, cloud computing, the internet of things, cybersecurity, among other modern technologies linked to the professions of the future.
  •  Enhancing the capabilities of the sector’s human capital, improving working conditions and relieving the pressure on workers at Algérie Poste by :

Launching a competition to recruit 476 employees throughout the country, the registration will begin on Saturday 25 January, via the official platform of Algérie Poste, insisting on the guarantee of fair and transparent recruitment enshrining the principle of equal opportunities for all.

  • The report on the adoption of electronic certification services in our country, in the light of the achievements made by the Governmental Authority for Electronic Certification (AGCE):

-the number of constitutional associates under signed agreements has reached over 158 associates, having enabled the implementation of more than 90 thousand electronic signatures and the issuance of 1800 electronic certification certificates.

-The objective to achieve further progress and the encouragement of companies and bodies to adopt electronic certification services.
