The procedures for granting licenses for this activity are governed by the provisions of Executive Decree No. 01-124 of 9 May 2001 laying down the procedure for awarding telecommunications licenses.
Indeed, the mobile telephony market in Algeria is made up of three operators, namely: Algerie Telecom Mobile (Mobilis), Optimum Telecom Algerie (Djezzy) and Wataniya Telecom Algerie (Ooredoo).
The total number of mobile internet subscribers of the three operators reached 49.26 million subscribers at 2nd quarter 2024, representing 94.35% of the total number of mobile subscribers in Algeria.
In this sense, it should be noted that the number of 4G telephony data users exceeds 35.9 million while that of 3G telephony data users is nearly 2.1 million users.

The rate of data consumed via mobile increased by 140% between the period 2020 and 2022, which reflects a clear increase in the average monthly user consumption compared to the increase in the number of users, thanks in particular to efforts made to improve internet speed.
The use of the 2300 MHz frequency band and the densification of the 4G network have made it possible to increase the average monthly consumption to 8 Gbps for DATA 3G/4G users in June 2023.
Furthermore, with a view to enabling mobile telephone operators to offer better quality of services and to encourage the creation of new value-added services, our sector is working to rationalize the use of the radio frequency spectral resource, through:
- The continued expansion of existing sites in the 2100 MHz band where 15 MHz have been freed up for the benefit of mobile telephone operators;
- The effective assignment of the U900 band for the benefit of mobile telephone operators for the deployment of 2G and 3G networks;
- Optimizing the use of spectrum to improve the quality of service of the 4G network by extending existing sites in the 1800_15 MHz band.
