In a bid to improve citizen’s living conditions and supply the necessary services mainly in post and telecoms fields, our sector is regularly coordinating with other sectors to achieve this purpose.
In this respect, late January 2021, two ministerial circulars had been signed aiming at intensifying and developing telecoms networks to improve the quality of services provided to citizens.
The first circular was signed between the sectors of Post and Telecommunications, Interior Affairs, Local Authorities and Urban Planning as well as Water Resources. It concerns the definition of the terms and conditions of rental by the local Authorities and companies in charge of water resources infrastructures for e-communications operators of a part of their buildings, lands or the infrastructure eligible for installing radiocommunications stations to provide e-communications service open to the public, aiming at framing work relationships and coordination among the concerned sectors. Indeed, it enables to exploit the possessions and infrastructures eligible for installing radio stations to cover the areas not connected to the network and intensify coverage in the already-covered areas. This was achieved pursuant to framework agreements between the concerned parties.
As for the second circular, it was signed between the sectors of Post and Telecommunications, Interior Affairs, Local Authorities and Urban Planning, Public affairs and transport, Housing, Urbanism and the City, it is related to the definition of the terms and conditions of assigning and linking of social housing projects, the achievement of public facilities and equipment, roads and high ways planning, urban planning with e-communications networks.
Both circulars are aimed for framing relations between the aforementioned sectors, reinforcing cooperation and coordination between them to carry out the vital project specific to public service, mainly in telecommunications field, such as the prior integration of e-communications infrastructures in the specifications related to housing, urbanism, public works and urban planning sectors, such as planning and urbanism, new cities and urban poles planning, land occupation, roads and high ways planning, railways building as well the linking of rural areas with the several networks. This will allow telecomminications operators to deploy the fiber optics straightforward after the implementation of planning projects, and hence, to rationalize public expenses, in the one hand, and ensure telephone coverage in a fast and global way, in the other hand, while ensuring instantly citizens’ connection without any digging works likely to disturb them, or affecting other networks or degradation of environment during the works period.
