Algeria’s activities

Convened every four years, the Plenipotentiary Conference for 2022 (CPL-22) of the African Telecommunications Union (ATU), the supreme authority of the Union which is composed of the Ministers in charge of  Telecommunications from member states, held its 6th session in Algiers on July 25 and 26, 2022.

The event brought together over 300 delegates representing 40 ATU member states, including 18 Ministers. It was further distinguished by the presence of the leadership team of the International Telecommunication Union (ITU).

MR Karim BIBI TRIKI, Minister chaired the session and will continue the presidency of the conference for four years until 2026.

To this end, he delivered a speech (hypertext link) in which he underlined the importance of this occasion, which has a dual regional and international dimension, and which is an essential meeting for decision-makers in telecommunications development policies for the generalization of the use of information and communication technologies in the continent rich in valuable human resources and therefore holding promising potential for development and prosperity.

The Minister called for the union of efforts and strengthening of coordination between Member States to respond to the interests and challenges of the continent at both regional and international level and better respond to the aspirations of the populations to benefit from the multiple advantages of information and communication technologies, and to support digital inclusion and integration strategies in the information society and knowledge economy

The work of this supreme authority of the Union, concluded with the adoption in a spirit of consensus of several resolutions aimed at good governance and the implementation of the Organization’s four-year strategic plan, as well as the adoption of the Algiers Declaration.

By resolution of the ordinary congress of the organization held in Abidjan (Côte d’Ivoire) in August 2021, the Extraordinary Congress was organized in order to deliberate on the proposals associated with the World Postal Strategy and  to examine the proposals related to the opening up of the UPU to wider postal sector players, as well as other pressing issues relating to the postal sector.

As a member of the Organization, its Council of Administration and Postal operations Council (2021-2025) and Co-Chair of the task force in charge of examining the opening up of the UPU to wider postal sector players, Algeria took part in the event through a delegation led by Mr BARA Abdelouahab, Secretary General and representative of the Minister.

On this occasion, our country was also appointed Vice-Chair of the Congress and member of its bureau

Algeria’s participation in the event aligned with the overall context of the Congress, which aimed to:

  • Improving the institutional framework of the UPU to encourage the participation of  postal sector players in the Union’s debates and decision-making process.
  • Access to postal sector players in the expanded postal sector to specific sets of UPU products and services to encourage seamless interconnection of networks and improve the global quality of postal services. The UPU, on its part, will subsequently work to establish operational, technical, legal, and policy frameworks necessary to facilitate the exchange of postal items between national postal operators and wider postal sector players.

Algeria, as a member of the Administrative Council for the 2021-2025 period, 1st Vice-Chairman of the Operations and Technology Commission, and 2nd Vice-Chairman of the Political and Regulatory Commission, took part through a delegation to the work of this event

Algeria participated in the events through a delegation led by Mr BARA Abdelouahab, Secretary General and representative of the Minister.

Under the theme “One World, One Goal, Development – The Next Chapter for the Postal Sector”, the high-level event brought together government and postal leaders from around the world. Through three dynamic sessions, leaders from the global postal sector shared ideas and experiences towards a vision for a stronger and more resilient postal sector.

To this end, the Secretary General presented a statement (hyperlink) in which he presented Algeria’s strategy in the field of the development of postal services and financial postal services, through the implementation of ambitious investments in postal infrastructure and Internet connectivity.

On the occasion of the inauguration ceremony of PAPU’s new headquarters, held under the patronage of the President of the Republic of Tanzania, the commemorative stamps dedicated to the event and issued by the Member States, including Algeria, were unveiled (hypertext link to the stamp).

At the High Level Ministerial Session of the Conference, the Minister presented a general policy statement highlighting the main advances and achievements of the sector. (hyperlink)

It is must be noted that Algeria hosted and chaired the last African preparatory meeting for the Plenipotentiary Conference.
Contributions from Algeria during the conference focused on various proposals for new resolutions and amendments to existing resolutions,
addressing key issues such as:

Between proposals for new resolutions and amendments to existing resolutions defined in the Acts Approving the work of the Plenipotentiary Conference, our country contributed by focusing on the following issues

  • Strengthening ITU’s financial resource mobilization function for the achievement of the 2030 Agenda for Sustainable Development
  • ITU’s role in capacity building to bridge the data gap between developed and developing countries
  • strengthening regional presence through relations with regional telecommunication organizations, intensifying cooperation with United Nations Country Teams and paying particular attention to the least developed countries.
  • ITU’s role in international public policy issues related to the Internet and the management of Internet resources, through the strengthening of the ITU internal process and taking into account the United Nations Digital Cooperation Program and Roadmap
  • Strengthening ITU’s role in building trust and security in the use of information and communication technologies.
  • Measuring (‘statistics’) information and communication technologies to build an inclusive information society and facilitate integration
  • ITU’s role in the implementation of the outcomes of the World Summit on the Information Society and the 2030 Agenda for Sustainable Development, as well as related monitoring and review processes
  • Periodic Review and Revision of the International Telecommunication Regulations

During the remote WTDC in Kigali, June 2021, the Minister presented an intervention ([hyperlink](#)) based on political commitments relating two of the four action areas defined by the ITU in this context, namely:

  • ACCESS Action Area: Connecting People Around the World – Pillars: Infrastructure and Affordability;
  • ADOPTION Action Area: Empowering Communities – Pillars: Skills – Inclusion – Local Content/Services.

Algeria as a member of the ITU Council (2023-2026) participated in the event and chaired, for the year 2023, on behalf of the North Africa region the daily meetings of the group of African member states and observer members of the ITU Council.

The main objective of these meetings was the harmonisation of regional common positions and the joint contributions of the African region to the Council.

Both regions added to the list of documents to be examined by the 2023 Council, multi-country contributions endorsed by the African and Arab States.

In this context, Algeria has been designated coordinator/supporter for the region on no less than 33 questions on related documents.

Our country has also intervened independently, on issues of particular interest to our country, by formulating comments and/or questions on the follow-up to be given by the organization where its responsibility is directly involved.

As part of the activities of our representative appointed as Vice-rapporteur on Question 3/1 “Use of Telecommunications/ICT for Disaster Risk Mitigation and Management” entrusted to ITU-D Study Group 1 for the period 2022-2025, two contributions were made on the name of Algeria to the ITU Development Bureau for inclusion in the final report on question 3/1.

The first contribution focuses on the involvement of the telecommunications sector in simulation exercises of the ORSEC plan, while the second addresses the sector’s participation in the forest fire prevention campaign.

These contributions were presented and accepted to be included in the final report during the meeting of Study Group 1 of ITU-D held from October 23 to 27, 2023.

Algeria’s contributions have been published on the International Telecommunication Union’s website in various languages.

Regarding of Candidacies for Positions
  • Our country has been re-elected for the 13th consecutive time to the Council of the International Telecommunication Union for the period 2023-2026.
  • Our country has been elected to various positions, including:
    • 04 candidates as Vice-Chairs of 04 Study Groups for the study cycle 2022-2024 in the Standardization Sector (ITU-T).
    • 01 candidate appointed as vice rapporteur for Question 3/1, “Use of Telecommunications/ICT for the Mitigation and Management of Disaster Risks,” assigned to Study Group 1 of the Development Sector (ITU-D) for the period 2022-2025.
    • 01 candidate for the position of Vice-Chairman of Study Group 4, study cycle 2020-2023, in the Radiocommunication Sector (ITU-R).
In Terms of Functions Assumed During Conferences

Our country has taken on the following roles during conferences:

  • The Vice-Chair  of the ITU Plenipotentiary Conference held in Bucharest in October 2022, as well as the Vice-Chair of its Steering Committee.
  • Chair and Coordination of the works of the African region group at the same conference.
  • Chair of the Arab Group members of the ITU Council, responsible for coordinating the works of the organization’s 2022 Council.
  • Chgair of the African Group members of the ITU Council, responsible for coordinating the works of the organization’s 2023 Council.

Dedicated to the theme “Promoting the Indicator Measurement Program for Achieving Effective and Universal Connectivity,” the 2023 edition highlighted the importance of accurately measuring the catalysts of connectivity.

Algeria actively participated in the event and contributed to discussions on the implementation of the new ICT Development Index (IDI) and presented its activities in the framework of the questionnaires on statistical data published by the ITU and its effort to develop a new methodology for the calculation of this new index.

Convinced of the importance and necessity for the ITU to have an official index for measuring ICT development in Member States, and thus the measurement of the digital divide, Algeria promoted the principle of a reliable index as a constructive and motivating Benchmarking tool to follow best practices and guide countries in decision-making and to minimize this divide.

Recognizing the ITU as the highest international organization, specialized in ICT, is the most likely and competent in terms of

ICT development evaluation measurement rankings particularly the highest technologies, our country has defended the principle that this specialized organization of United Nations should produce a reliable and objective index
