Regarding electronic communications

1. Development and modernization of national and international electronic communications networks

Objective: Improve the quality of connectivity for the benefit of citizens, economic operators, and public establishments, and generalize access to high and very high speed Internet ubiquitously, everywhere and for everyone.

This axis brings together actions aimed at the development and modernization of network infrastructures at different levels, with the ultimate goal of improving the user experience and strengthening the resilience of telecommunications networks, in particular through:

1.1. The development of international connections and bandwidth capacity

This action aims to establish the means of international communications to satisfy Algeria’s international bandwidth needs, by:

  • The diversification of international connections and access points in order to secure and guarantee the continuity of telecommunications services. In this context, two actions are planned:
    • Extension of the capacities of existing submarine cable connection systems;
    • Membership in new submarine cable connection projects in order to strengthen international connections and gradually replace cables whose end of life is approaching, leading to increasingly frequent maintenance operations.
  • The implementation of “local caching” solutions for OTTs in order to optimize the consumption of international bandwidth.
1.2. Development of national network capacity

This action aims to increase the bandwidth of the national network (Transport / Backbone) ultimately allowing the improvement of the quality of service, the extension of the network towards landlocked regions and the increase in speeds intended for citizens, in particular by:

  • The extension of the national backbone by the establishment of new nodes allowing an increase in bandwidth;
  • Completing the modernization and development of the metropolitan Ethernet network (Metro-Ethernet);
  • Strengthening the mesh of the national network in order to increase its resilience.
1.3. Modernization of the access network

The modernization of the access network aims to improve the quality of service perceived by users through the stability of performance and the reduction of disturbances by:

  • Modernization of old generation networks;
  • The use of new technologies such as VDSL, and the gradual switch of existing subscribers to optical fiber technology (FO).
1.4. Development and densification of the national network through the generalization of optical fiber (FO)

This action aims not only to improve the quality of service in terms of throughput, availability and latency, but also to secure the national transport network and serve areas without optical fiber, in particular through:

  • The deployment of FTTH access in order to generalize very high speed access;
  • Finalizing the connection of municipalities, administrations and public institutions;
  • he finalization of the connection of schools, universities, and hospital institutions to the telecommunications network.
1.5. Improvement of coverage and quality of service of mobile networks

This action aims to improve mobile coverage and the quality of service offered to citizens through:

  • Completing the deployment of 4G by offering higher speeds with adequate quality of service;
  • Modernization of mobile network equipment;
  • Optimization of current radio frequency spectra to enable improvement of radio performance;
  • The sharing of infrastructures to optimize and densify the deployment of radio sites;
  • Improving coverage through the implementation of national roaming;
  • The exploitation of Alcomsat-1 satellite capacities for the densification of the mobile network and 4GLTE.
1.6. Securing the continuity of telecommunications services in the event of a disaster

This action aims to improve the preparation of operators to face disaster situations by:

  • Continuous updating of the ORSEC plan with all stakeholders;
  • Carrying out simulation exercices.
2. Optimization and rationalization of the radio frequency spectrum

Objective: Rationalization of the use of radio frequency spectral resources, thus enabling better quality of services, preparing for the advent of 5G and encouraging the creation of new value-added services, notably the Internet of Things (IoT).

This axis aims to reorganize the radio frequency spectrum, thus allowing the release of additional frequency bands in order to enable high and very high bandwidth and to prepare for the advent of 5G and the prerequisites for Industry 4.0, in particular by:

  • The release and putting into operation of new frequency bands for the benefit of operators;
  • The continuation of studies to prepare adequate frequency bands for the advent of 5G and IoT.
3. Generalization of access for everyone and everywhere through the revitalizing the projects financed by the universal electronic communications service fund

Objective: Intensify actions to implement projects registered under the Universal Electronic Communications Service Fund as a State instrument allowing access to services for the entire population.

This axis aims to support, as part of the universal service, areas not served by the national telecommunications network, in particular through:

  • Coverage by a “fixed” and/or “mobile” telecommunications network of landlocked localities across the national territory;
  • Coverage of border areas by a mobile telecommunications network.
4. Promotion of the implementation of Data Center

This axis aims to promote the establishment of Data Centers that comply with international standards, in order to enable the pooling of resources and the development of services and content.
