In order to enable Algerian citizens especially the youth and the most disadvantaged, to access the worldwide web in community spaces (youth centers, cultural centers, libraries, mosques, zaouïas, etc.) the Ministry of Post and Information and Communication Technologies (MPTIC) adopted an intersectoral approach based on the combined efforts and the pooling resources.
Indeed, the dialogue and coordination led by MPTIC with four (4) other ministries, namely the Ministry of Culture, the Ministry of Youth and Sports, the Ministry of National Solidarity, Family and Status of Women, and the Ministry of Religious Affairs and Endowments, allowed to connect to internet, more than two thousand (2000) facilities aimed at citizens in a first stage from 2010 to 2012, shared as follows :

Beyond the provision an accessible internet connection for small grants, this operation also contributes to the revitalization of these public spaces. Indeed, citizens who come to surf the Internet are discovering, at the same time, the various cultural, artistic and other activities held in these community spaces.
Furthermore, this operation internet access democratization in community spaces is another initiative that was launched by the MPTIC with the Ministry of Education (MoE) to connect primary schools to the network of networks.
ICT community spaces, including Internet cafes have become the preferred area of our youth who use them for entertainment purposes, research or to forge social bonds with other people.
However, our youth are faced with various problems including the quality of service offered by some Internet cafes that have only a very limited bandwidth or the PC that does not meet the minimum performance requirements, which heavily penalizes the users. Also, it was noted that the lack of parental control, the most vulnerable segment of society are highly exposed to illegal content including adult and graphic sites.
To this end, the MPTIC has begun to do the necessary work so as to set the normative framework for the technical management of these spaces.
